SUBJECT: Extended Utilization of the OCLC Mac~ ne Readable Records
The Board of Trustees of OCLC, Inc. has established a Committee on
the Extended Utilization of i4achine Readable Records to recommend
a generally acceptable policy on the thh'd party use of only the machine
readable records in the OeLe data base. I have enclosed a sopy of
the 30ard's resolution for your information. .,
The Committee is holding regional hearings to provide the member libraries
of OeLe and the regional networks an opportunity to present their
views and sugg2st pJss1ble third party uses of the machine readable
records. The Ai4130S Soard of Trustees \'/ ill adopt a policy about third
pat .. ty uses of machine readable records within the near future.
Open hearings will be held in Chicago on January 23, 1980;
Time: 2: 00- 5: 00 p. m.
Place: Palmour House Hotel.
Another open hearing will be held in Houston in conjunction with the

RESOLUTION ON THE EXTENDED UTILIZATION OF THE
MACHINE READABLE RECORDS
WHEREAS, OCLC has made and makes its system and copies of records
created thereby available to libraries and library networks pursuant
to written cooperative contracts, and
WHEREAS, OCLC amended its Articles of Incorporation and Code
of Regulations on 1977 December 20 in order to grant membership to
libraries and library networks derived from and defined in terms of
participation in OCLC pursuant to said cooperative contracts, and
\ ffiEREAS, the Board recognizes and acknowledges that certain aspects
of said cooperative agreements shall, from time to time, substantially
affect all OCLC members;
THEREFORE, BE IT AND IT IS HEREBY RE~ OLVED, ' fHAT the Board
establish and constitute its Committee on Extended Utilization of
MachL~ e Readable Records.
Said Committee shall be comprised of nine voting members appointed
by the Board: three shall be members of the Board of Trustees itself;
two shall be delegates to the OCLC Users Council; one shall be a network
director; and three shall be representatives from general members. In
addition, a representative of O~ LC management will be an ex- officio
member without vote.
The Committee shall consider and address such matters as are
described below and as directed to it by the Board, the Executive
Committee of the Board, or the Chairman of the Board, who may so direct
on their own initiative or upon request by the OCLC Users Councilor
OCLC management. Networks or individual library participants shall
address matters which they desire that the Committee consider to either
the Users Councilor the OCLe management.
The Committee shall consider and address proposed sales, conveyances,
grants or assignments of property rights in, or licenses to use ( other
than access to), any machine readable medium of records in or from
the OCLC On- Line Union Cat~ log, whether effected by physical or electronic
transfer or otherwise, and whether by or from OCLC, networks contracting
with OCLe, or individual library participants in OCLC, to other parties,
persons or entities.
The Committee shall report its findings or recommendations to
the Board for final decision, regulation or ruling thereon by the Board.
