STATE LIBRARY BOARD
The adoption of principles for Board decisions on library district boundaries
was the first order of business at the first State Library Board meeting in
1977 on January 11. In other action, the Board:
authorized funds for a study of Ohio library services and
network development;
approved changes in State Library Catalog Center charges; and
honored planners and participants in the Spirit of '76
Bicentennial reading project.
BOARD ADOPTS PRINCIPLES
FOR DETERMINING LIBRARY
DISTRICT BOUNDARIES
The State Library Board has clearly affirmed that size of a library does
not in itself assure efficiency and effectiveness as part of a statement of
principles which it recognizes in making decisions on library district
boundary questions which are brought to the Board. At the January meeting,
the Board adopted a statement revised from that published in NEWS #181.
Two librarians made statements to the Board. Miss Rachel Edwards,
Librarian of the Community Library at Sunbury, spoke to the Board and
furnished a statement of objections to sections of the draft which
appeared in NEWS #181. Miss Harriet F. Miller, Director of the Rodman
Public Library, Alliance, reiterated her concern that the Board represent
the interest of small public libraries as well as the county district
libraries in carrying out its responsibilities.
The Board reviewed statements from Robert W. Audretsch, Librarian,
Salem Public Library; Miss Susan Masirovits, Library Director, Henderson
Memorial Library, Jefferson; Miss Harriet F. Miller, Director, Rodman
