BOARD SETS BUDGET REQUEST,
REVIEWS PROGRAMS
The State Library Board voted September 14 to request $2.5 million for ALSO
and metropolitan library system development in the 1978-1979 biennium in
addition to a "continuation budget" request for State Library operations and
the present state aid program.
The total requested for continuation and expanded programs in the biennium
(July 1, 1977-June 30, 1979) is $14.9 million. Of this, $5.2 million
is estimated to be received from Library Services and Construction Act (LSCA)
funds, anticipating that the Act will be extended beyond its present expira~
tion date of September 30, 1977.
Continuation of present State Library operations in 1978-1979 requires
an 11% increase in funds over the 1976-1977 period, but continuation of the
state aid program ($644,840 in FY 1977 after the 2% .reduction requested by
the Governor) requires an 85% increase, principally because of the continuing
increase in the number of blind and physically handicapped readers and the
need for full funding of the Ohio Valley Area Libraries. The number of blind
and handicapped readers served by the Cincinnati and Cleveland regional libraries
now totals 17,437, and is expected to increase to 30,130 by 1978.
Of the $12.4 million in totftl funds requested in the continuation budget,
56% ($6.9 million) is for subsidy to other libraries. Thi~ includes the LSCA
funds, which are budgeted chiefly for grants to Oh~o libraries. Stat~ aid in
the continuation budget totals $3.4 million for the state aid programs:
