NO ALSO OR METRO FUNDS IN
GOVERNOR'S BUDGET FOR 1978-1979
Governor Rhodes' budget proposal for the 1978-1979 biennium (July 1, 1977-June 30,
1979) includes an 18 percent increase in state funds for the State Library Board
for continuation of present programs and the present limited state aid program.
No state aid funds are recommended by the Governor for expanded ALSO and metro
development. Federal Library Services and Construction Act (LSCA) funds continue
to be an important part of the budget and an apparent reduction in the LSCA is caused
by the June 1976 expenditure of $1 million which was formerly impounded. LSCA funds
for FY 1978 and'FY 1979 are estimated at $2.6 million each year.

The Governor recommended only part of the funds requested by the State Library
