LSCA AND EQUAL OPPORTUNITY PROGRAMS

The State Library Board on November 9 approved reV1Slons in The Ohio Long
Range Program for the Improvement of Library Services. At the recommendation
of the Advisory Council on Federal Library Programs the Board adopted a new
goal calling for the "Development of the human resources within Ohio's
libraries, including the creation of better career ladders, affirmative
action programs, and the modification of legal barriers which limit recruitment
and development of personnel essential to improve library services."
This becomes one of 21 goals for improvement of library services, and is part
of the 10 goals for improving services in local libraries of all types.
The Board also approved technical amendments to criteria statements in
the Policies on the Administration of LSCA Funds. Changes, dealing with
determination of urban and rural areas with concentrations of low income
families, set the poverty level definition at $5,500 for a two-member family,
based on data from the Ohio Department of Economic and Community Development.
A second change involves designating the 14 Ohio cities with at least 50,000
population as "Central City Areas," as defined by the U.S. Bureau of the
Census. The former "Inner City Resident Service Areas" designation is no
longer used by the DECD. The Board also clarified language which established
the minimum local cash share in the financing of multicounty cooperatives.
With these changes, and with the updating of background information in
The Ohio Long Range Program3 the Board authorized the State Librarian to file
with the U.S. Commissioner of Educatiop the papers required for Ohio to qualify
for a total of $2,519,709 in Title I and $100,921 in Title III funds in FY 1977.
The FY 1977 LSCA program is based upon the federal funds plus the State appropriation
reduced 3 percent at the direction of the Governor. This program
calls for $2,297,382 of the Title I funds be spent in grants.
Special project grants ($2,172,382) account for the major share of the
LSCA allocation. These are made for development of cooperative projects among
libraries for improvement of library services; for development of book collections,
reference and bibliographic services in areas with inadequate services;
training, educational, experimental and research programs; for outreach programs
for both rural and urban disadvantaged, minority groups and persons of limited
English speak ability; and for programs which will improve regional and statewide
resources and services.
