The News
LOSS OF FEDERAL FUNDS: IMPACT ON OHIO
The loss of federal funds for
libraries will cost Ohio ' s citizens an
additional $4.6 million per year.
The increased postal rates and loss of
free mailing for materials to the Blind
and Physically Handicapped will cost
Ohio's citizens an additional $7.3 million
per year.
The President has once again
r ecommended zero funding for Library
Services and Construction Act (LSCA)
appropriation even though a new 5 year
reauthorization began in 1985.
New priorit ies of literacy and
outreach to the disadvantaged were
included in Title I reauthorization.
Title II LSCA provides for construction
and renovation of library buildings to
make them accessible to the physically
handicapped as well as accessible for the
needs of their patrons . Title III LSCA
provides for library materials to be made
accessible to all of Ohi O' s citizens.
The loss of federal "funds to libraries
would mean the loss of:
$3,000,000 in Tit le I including
services to the
illiterate ,
disadvantaged, and
Older Americans
$ 978,571
$ 649,000
in Title II for
construction and
renovation of l i braries
in Title III for
resource sharing
Loaning of library materials
throughout the state currentl y costs
$267,000. Additional postal rates would
increase this cost by nearly $200,000 to a
total cost of $465,000. Without
additional funds to cover this, libraries
would not be able to provide materials to
Ohio ' s citizens at the current level .
The two Regional L~braries for the
Blind and Physically Handicapped provide
mater ials and equipment to over 14,000 of
Ohio's citizens who cannot use traditional
library services. These materials and
equipment are currently mailed free of
charge. If this service wer e discontinued
and postal rates were increased it would
cost Ohio's citizens $7.1 mill ion to
utilize this service at the current level .
The 108s of federal funds for
libraries, increased postal rates and free
postal service for materials for blind and
physically handicapped citizens will cost
Ohio's citizens an additional $11.9
million per year.
