On September 16 the State Library Board approved the
draft of The Ohio Long Range Program for the Improvement
of Library Services as assisted by the Federal
Library Services and Construction Act, 1982- 1983, and
the Annual Program Statement for FY 1982 as required by
the Federal Library Services and Construction Act. The
Board also approved changes in the State Library Cata-log
and
Center charges, and authorized one application for the use of Library Services
Construction Act Title III funds .
With Board approval of the Annual Program Statement for FI 1982, the St,a te
Library will file the s tatement and related documents with the U.S. Department of
Education in accordance with the Federal Library Services and Construction Act. The
total of $2,476,956 in Title I and III funds in the program statement is based upon
an estimated 25 percent r eduction in LSCA Title I funds .
Changes in State Library Catalog Center charges were approved by the Board
following a cost report and recommendations by Mr. Cheski. Board action authorized
revision of Catalog Center charges to a basic per volume charge of $3 . 00 and a $.30
charge for plastic-kleers effective January 1, 1982. The present cataloging charges
have been in effect since July 1977. Mr. Cheski noted that double digit inflation
has made a price increase inevitable, despite the Center ' s continued vigorous application
of cost control measures during the past four years. The new price schedule
includes a differentiated pricing policy to assist libraries that belong to the Ohio
Valley Area Libraries (OVAL), the Southeastern Ohio Library Organization (SOLO). and
the Southwes tern Ohio Rural Libraries (SWORL). Per volume charges for participants
in these cooperative organizations will increase on a graduated scale, as follows:
January I, 1982, $2.40; January 1, 1983, $2.70; and January 1, 1984, $3.00 .
The LSCA Title III grant of $54,271 to the Cuyahoga County Public Library continues
the Cleveland Area Metropolitan Library system, Project CAMLS. CAMLS, a
cooperative of 27 libraries in Cuyahoga, Lake, and Summit' Counties provides for the
coordination of area resource sharing and the improvement in accessibility to materials
and information.
