The State Library Board met January 19, 1982 to
hear reports regarding the federal and state
budget situation, purchase of bookmobiles,
study of resource distribution and communications
and a revised materials selection and
circulation policy for the State Library.
Mr. - Cheskl, State Librarian, reported to the Board that The State Library of
Ohio has not received any 1982 allocations of Library Services and Construction Act
funds. He pointed out that there are still conflicting reports as to how Library
Services and Construction Act funds for fiscal year 1982 will be distributed. In
December 1981 the Congress passed a continuing resolution through March 31, 1982 ,
with only a 4% ~ut in the Library Services and Construction Act program. This
would mean total appropriations of slightly over $60 million dollars compared to
the $62.5 million as originally introduced by the Congress. Information from the
U.S. Department of Education confirmed other reports that the LSCA funds may only
be distrib~ted at the 41.5 million dollar level originally proposed by President
Reagan in September 1981. Other information from Washington indicates that LSCA is
one of the programs earmarked by the President and the Office of Management and
Budget for recision once the President introduces his 1983 budget. Apparently the
Office of Management and Budget wishes to distribute the lowest amount of money
possible in order to maintan funds recision. Mr. Cheski will keep the Board
informed once the final determination is made by Washington. Two states who
already have received their first allocation are contemplating legal action against
the U.S. Department of Education and the Office of Management and Budget since they
are not carrying out the law as passed by Congress dealing with the continuing
resolution. Hr . Cheski urged the Board and other librarians to contact their congressional
representatives to inform them of what is happening.
State Budget
Mr . Cheski reported to the Board on the status of the state budget and its
effects on the services from the State Library. As reported at the last Board
meeting, it might be necessary to institute lay-off procedures for State Library
