The State Library Board met April 14 to act on two
applications for Library Services and Construction
Act (LSCA) Titl e I grants, and to discuss the State
Library ' s projected budget and programs for the
1982-1983 biennium.
State Librarian Richard M. Cheski reviewed the state
budget for the 1982 fiscal year which was approved by the House April 9 and approxi­mates
the amount spent last year. There may be some changes as the budget bill
moves to the Senate and f ull enactment by June 30, 1981. The total budget is still
in doubt because of the federal funding level. The State Library has not yet been
informed of a date for Senate hearings .
Mr. Ira Phillips, Assistant State Librarian for Library Development, reported
to the Board on the status of Library Services and Construction Act (LSCA) grant
funds. He noted that onl y $469,069 is currently available in LSCA Title I and
$20,290 in LSCA Title III for grants in this fiscal year, ending June 30, 1981.
Mr . Phillips pointed out that the LSCA appropriation, funded by continuing
resolution (PL 96- 536) through June 5, 1981 provides $74,500,000 in LSCA funds . The
Reagan Administration, which recommends funding changes in many education progr ams,
recommends no budget reduction in LSCA for FY 1981. On May 15 the House is expect­ed
to vote on the FY 1981 funds. However, the Reagan budget recommendation for
FY 1982 would reduce LSCA funds to $58,872,000, as shown i n the following table:
