BOARD GRANTS
$1. 7 MILLION;
APPROVES BOOKMOBILE
PRICE CHANGES
The State Library Board December 17 authorized over
$1.7 million in grants to extend and expand inter­library
cooperation and outreach programs in Ohio.
This action includes approval of the Ohio Valley Area
Libraries (OVAL) program for 1981. The Board also
approved an increase in bookmobile contract charges
and received a number of staff reports .
Visitors who spoke to the Board included Mr. A. Chapman Parsons, who discussed
library professional organization matters, and Mr. James Pickering, Interim Director
of the INFO cooperative. Mr. Pickering addressed the Board regarding changes in the
INFO '81 project application .
Mr. Ira Phillips, Assistant State Librarian for Library Development, briefly
reviewed the multicounty cooperative and ALSO programs presented to the Board for
action . He noted that the programs for multicounty cooperative services were rec­ommended
to the Board following review in detail by a three-person committee, the
State Library staff, and the Advisory Committee on Area Library Service Or ganization
Review.
After · reviewing the applications, the ALSO Review Committee made several rec­ommendations
to the State Library Board: that local cash and in- kind contributio~s
be used for matching federal funds; that funds for out- of-state travel and profes­sional
collections be deleted because federal funds are limited; and that each
regional system develop a long-range plan against which annual programs be developed.
Applications from the nine regional systems totaled $2,017,167 in federal and state
funds. Board grants totalled $1,795,020 ($1,429,050 federal and $365,970 in state
funds), a reduction of 11 percent. Details on the grant8 appear on page 135~ ff.
