BOARD REVIEWS
BILLS. APPROVES
GRANT
On March 11 the State Library Board reviewed reports on
current l egislation now in the General Assembl y affecting
libraries , and took action that will provide multicounty
cooperative systems with the opportunity for
long-range planning before full i mpl ementation of
Library Ser vices and Construction Act (LSCA) policy .
The Board also appr oved one application for the use of
LSCA Title I funds.
The Board reviewed reports from Stat e Librarian Cheski on the status of Sub. HB
847 (the omnibus library legislation bill) and on Sub . HB 757 (which requires the
State Library to distribute legislative documents to depository libraries) . Mr.
Cheski reported that an estimate of costs for pr oviding the Legislative BuZletins~
Journals of the HouseJ Journals of the Senate and the Summary of Enactments to depository
libraries has been made . Funds will be r equested from the Controlling Board.
The Board adopted r esolutions to delay until January 1983 implementation of
Library Services and Construction Act (LSCA) policy in The Ohio Long Range Prog~
Section 2. 26, which limits programs in multicounty cooperative projects to five
years , as wel l as Sec tion 2.28~ the requirement of 12 percent minimum cash in local
matching funds. The five- year limitation excludes administrati o n~ resource sharing,
and s taff development programs. The Board resolutions give each r egional system time
to assess current federal LSCA programs and provide opportunity for long-range planning
to meet area needs. The State Librarian and the liaison consultants are assisting
the ~egional cooperatives to develop pl ans to meet these guidelines.
The LSCA Title I grant of $3l ~674 to the Warren Public Library continues the
Trumbull County Libt'CU'y Service Project. Six public libraries in Trumbull County a r e
participating in this project which provides library services in eleven nursing
homes, a senior citizens ' center~ and to individuals in private residences. The
project also serves as l iaison between talking book users and the Cl evel and Regional
Library for the Blind and Physically Handicapped.
The Board a l so received a report f r om Mr . Ira Phillips, Assistant State Libr arian
for Library Development, on federal Library Services and Construc tion Act (LSCA)
