The swearing in of Mr. Warner R. Moore of Worthington
as a member of the State Library Board was the first
order of business at the Board meeting November 12.
Mr. Moore, Director of the Division of Personnel.
Publications and Legal Services of the Department of
Education, was reappointed to the Board for a f iveyear
term ext ending through 1985.
Discussion at the November 12 Board meeting ranged from a r eview of the Stat e
Library ' s projected budget for the 1982-1983 biennium to the impact of the second 3
percent cutback in the state's budget for 1981 , which wil l go into effect December
15 . The Board also discussed the proposed rul es for carrying ou t Board responsibiliti~
s for library district boundary adjustments .
Mr . Cheski noted that the Joint Committee on Agency Rule Review received the
proposed rules on boundary adjustments following the October Board meeting for a
review manda ted under Chapter 119 of the Administrative Procedures Act. The revis ed
rules cover Sections 3375-4-01, 3375- 4- 02, 3375-3-03, 3375-4- 04, and 3375-4-05 of
the Ohio Revised Code . When the staff of the Joint Committee requested further
c l arification and changes in the draft rules, the mailing to those persons requesting
draft copies was delayed . However , full text copies of the Joint Committee draft
are now available f r om the State Library. The public hearing on the revised boundary
rules is soheduled for 9: 30 a.m. on Deoember 1 7~ preoeding t he Deo~ber Board
meeting.
Following a report of LSCA matters by Mr . Ira Phillips , Assist ant State Librarian
for Library Development , the Board amended a motion passed at t he October Board
meeting r evising to $2,890,320 the total in Library Services and Construction Ac t
(LSCA) Title I and III funds for the Annual PrOg~ Statement f or FY 1981. Ohio' s
LSCA allocation in FY 1981 will be $13,280 l ess than in FY 1980 .
Mr. Cheeki a l so noted that MS. Karen Harvey, Athens , and MS . Nancy Lorenzi,
Univers ity of Cincinnati Regional Medical Library, will discuss the task of impl ementing
White House Conference resolut ions at a future meeting of the Stat e Li br ary
