Major attention at. the State Library Board meeting
February 12 focused on informal reports on the operation
and programs of the State Library. Inasmuch as
a quorum was not present, no official actions were
taken.
The Board received from the State Librarian and the
staff a proposed statement on Library Services and Construction Act (LSCA) policy
that would delay until January 1983 limiting programs in multicounty cooperative
proj ects to .five years as well as the requirement of 12 percent minimum cash in
local matching funds. The policy would give multicounty cooperative groups time to
access LSCA programs and would also provide an opportunity for long range planning.
The Board will consider this policy at its next meeting.
CARTER BUDGET
The Board also reviewed the $615.8 million FY 1981 budget proposal that President
Carter transmitted to Congress on January 22. For fiscal year 1981 the Carter
budget includes $62,500,000 in, Library Services & Construction Act (LSCA) Title I
and $12.000.000 in Title III, compared to $56,900,000 in Title I and $3,337,000 in
Title III in fiscal year 1980. The efforts of delegates to the White House Conference
on Library and Information Services and the intervention of the new Secretary
of Education· Shirley Hufstedler contributed to making this year's budget more
favorable to libraries than ' the budget of last year. The 1981 budget proposes a
significant shift. in emphasis of its support for libraries from the acquisition of
library resources and materials to cooperation between libraries for the sharing of
resources. According to Secretary of Education Shirley Hufstedler, programs which
upgrade educational quality, such as library support, "represent some of the best
bargains in government for American taxpayers. Costs are usually small and results
are often spectacular."
LEGISLATIVE REVIEW
In other busines's February 12, the Board heard reports from State Librarian
Cheski on the status of current legislation in the Ohio General Assembly.
