PEOPLE: OUR NATURAL RESOURCE
The focus for the past year was on PEOPLE. Whether we were talking about our patrons, our staff
or our members, PEOPLE represented the catalyst that made things happen in our libraries and in the
Association. I think you'll agree that much has happened this year. Because of the talents and expertise
of our PEOPLE, we were equal to the tasks that confronted us. Together, we utilized this natural
resource in a variety of ways as can be seen throughout this report, thus ensuring a rewarding and
successful year.

COMMITTEES Legislatively it was a fairly quiet year. The one piece of li brary
legislation, SB 287, the "l ibrary bill," finally moved
) out of the Senate Local Govern-

and Hall of Fame librarian and
Trustee is a tremendous task.
OLTA were unsuccessful in having the Senate Rules Committee
place the bill on the Senate calendar. Reintroduction
of this bill is a certainty. The Committee was also involved
in the successful quest for the Attorney General of
Ohio opinion in the Appropriation Procedure question
concerning Section 5705.38 O.R_C., issued two Legislative
Newsletters and participated in the ALA Legislation Day
in Washington.
However, this committee did a
commendable job and the presentations of these awards
will be one of the highlights of the OLA/OLTA conference
in Cleveland.
This committee accomplished the impossible by completely
reviewing, revising and updating OLA's intellectual

freedom poliCies, statements
and forms which were unani·
mously approved by the Board of
Directors in May_ Not being content
to stop here, the Committee decided to produce an IF
Handbook for members which should be available in late
fall.
A review of the "Criteria for Evaluation of Public Library
Funding in Ohio" was undertaken and it was determined
that this document remains basically valid.
The Committee, with regard to the confidentiality of library
records, requested OLA legal counsel to prepare the
necessary wording to protect "borrower information and
transaction records."
This Committee continues to closely monitor legislative
activity at the state and federal level which is one of
the most important activities associated with OLA.
BLUE RIBBON COMMITTEE ON CEU CERTIFICATION
Building on the work of the former Division VI Task Force on the Ccntinuing Education Unit, this
committee developed the framework that would permit the Association to provide CEU certification.
The contribution to the Ohio Library community by this committee will be immeasurable and
adds yet another new dimension to the Association. The potential educational and career opportunities
that this new service will provide to our members will be extremely significant.
