Supp lementa l State Support for
the Public libraries of Ohio
There have been s i gn i ficant new developments
since my last communication on th is
topic. The idea that supp lementa l state
support shou ld be related to standa rds,
rathe r than statew ide averages
of li brary in come from
the loca l s it us intangible
tax, was suggested by the
l eg islat ion Committee on
June 24 and again at the
Open Hea ri ng on Mini mum Support
Subs i d ies for Public libra
ri es on J uly 25 . As a
result, an Ad Hoc Committee
of the OlA Boa rd (Mar ian
Parker, Theresa Trucks is and myself) met in
Medina on August 1. We are presenting the
statement which fo llows to the OlA Board on
September O. These ideas wi ll also be di scussed
at our Annual Conference and may
help us focus on this i mpo rtan t aspect of
Ol A's legislative program for the coming
year.

liBRAR IES OF OHIO
Cri te ri a for dete rmining the adequacy
of public library se rvices are cont ained in
Interim Standards for the Public librari es
of Ohio (Columb us : Oh io Library Assoc iati on,
19/9). The estimated cost of implementing
these standards is $12 .00 per capita in
1979 do ll ars. It is expected that both the
standards themselves and the costs of implementation
wi 11 be revie"ed periodically.
To enable pub li c libraries to meet these
j5 tandards, i t is proposed that supplemental
state s upport be gi ven in amounts sufficient
that the combination of publi c li bra ry income
f rom the c l ass ified property tax (local
