REMARKS PRESENTED AT THE OPEN HEARING
JULY 25 IN COLUMBUS AND MINIMUM
SUPPORT FUNDING
It was very encouraging to see so many concerned
people gathered in the midst of the vacation
season to discuss the future of 1 ibraries
in Ohio. Those attending are to be heartily
commended for their interest.
In my remarks during the hearing July 25th,
I:
I. reviewed the developments which led to
the open hearings and
2. commented on the sense of urgency I feel
about the need for an acceptab I e p I an of
state aid for Ohio's I ibraries. These
developments have been fully reported in
alA publications.
At its meeting on May 16 the Board reviewed
draft legislation for ORllS and comments from
members concerning ORllS and minimum support
subsidies. It was clear to the Board that
further discussion of numerous issues was
needed.
The library Development Committee met on
June 9 and made a few relatively minor suggestions.
The legislation Committee met on June 24.
Several members of that Committee expressed
concern that the new technology may be making
regional I ibrary systems obsolete. Statewide
bibliographic access, linked with a good document
delivery system, was seen as more important
than regional I ibrary systems. There
was no opposition to multi type cooperation,
only a desire to give it newer and more ap-

aprpriate forms. Several members of the legislation

NANCY WAREHAM, vice president and president-
elect of alA will assume the presidency
in October during the annual conference at
the Sheraton Columbus Hotel.
Miss Wareham, executive director of CAMlS,
Cleveland Area Metropolitan library System
from 1977, is widely known throughout Ohio
for her continued support for libraries and
para-professional staff. Her professional
concern is for libraries and librarians to
be more assertive about attracting new patrons
and alA to be a leader in devising
teaching methods to expand and strengthen
service.
Miss Wareham is a graduate of the College
of Wooster, Case Western Reserve University
SlS and has attended library Administrator's
Management Institutes. Her alA professional
activity dates back to 1972 when she served
on the library Development Committee. She
has given strong support for supportive staff
by conducting Supportive Staff workshops on
Communication.
She was elected to the alA board in 1977 .
JOHN WAllACH, director of the Dayton and
Montgomery .County Publ ic library, has served
on alA committees for many years the most
recent on the legislation Committee and as
