It was my plea s ure and privilege to be
the guest of OElMA, Ohio Educational library/
Media Associat ion, fo r the Fourth
) Dr . Rogers
Annual l eade r sh ip Conference,
March 14-16. With
approximately 200 pa rtic ipants
in 22 different
groups, the conference
left a v ivid impression of
dynamic involvement.
Rather than attempt to
report on the enormous
range of OElMA act i v i ties,
I have chosen to highl ight
their legislative concerns. It was encouraging
to see the endorsement of ORllS by
those present and to sense the eagerness
to cooperate with I ibrarians in other types
of I i braries to serve better the needs of
our users.
DELMA has some specific l egislative
COncerns with which we may be able to help.
There is a great need for more I ibrary/
media ce nters in the e l ementa ry schoo l s of
Ohio and an even greater need for the kind
of funding that will provide the cert i ficated
personnel to staff them. These points
a re vividly expressed in the publication
"A Place For Everyone," prepared by OElMA's
White House Confe rence Commi ttee and legi
s lati on Committee. OElMA is seeking
specific sta ndards and funding for cert i fi cated
I ibrary/media pe r sonne l in the
Schoo l Foundation Formula or a ny subsequent
support prog ra m.

I ibrary services in Ohio was approved Apri l
24, 1980 by the Ohio Senate and will become
effective after s igning by the Governo r.
The Omn ibus I ibrary bill was sponsored
in the House by Rep. John A. Begala (0 -
Kent) and Michae l A. Fox (R-Hamilton).
Senate sponso rs were Ken neth R. Cox (0-
Barberton) and Donald E. Luke ns (R-Middle town)
.
Am. Sub. H.B. 847 will permit county
commissioners and township tru s tees to
lease, construct, improve, rebu il d and
equ ip li brary buildings; prov ides authority
for St ate Library Board to adjust I ibrary
boundaries after app l ication by one
libra ry board and pe rmits refe rendum petition
for the affected di str ict; pe rmi ts
a I ibrary board to designate official
name of I ibra ry, pay reasonable cost of
employees tuition for courses ?f ~tudy
deemed essential, to add to bUilding and
repair fund, and t o procure additional staff
i 1lsurance coverage.

DlTA, said in a joint statement they were
pleased with the legislative attention
given to the current needs of pub l ic I ibraries.
OlA NEEDS A LITTLE BOOST
TO REACH MEMBERSHIP GOAL
A final renewal letter written by
President Rogers to deli nquent members
was ma il ed in Apri l. He urges renewal
stating that current membership in OlA is
a prerequisite for serving in divisions,
