What impact would adoption and funding
foc ORl lS and minimum support leve l s for
publ ic I ibraries have? What would be the
consequences in terms of
new jobs created? Purchase
of more I ibrary materials
and supp l ies? Improved i nformat
ion serv ices to I ibrary
constit uent groups,
s uch as small business?
Defin i tive answers to
these questions wou ld reextens
ive research project after
funding and imp l ementat ion. But, we need
to have some idea now. A few rough est imates
can be giverM In 1978, Ohio ' s pub] i c
I ibraries, on the average, spent 53 . ~ ~ of
their budgets on salaries and 15.4% on I ibrary
materials . Col lege and university I ibraries
spent 53 .4% on sa lari es and 28% on

d i ffer too much. If we take 50% as a conservat
ive average for sa laries and $17-20
mi II ion a year as the funding for ORl lS and
minimum support programs , then $8 . 5- 10 mi Ilion
woul d probably be spent on salar ies and
wages . If we take the norma l ratio of one
professional to two support staff and est imate
average profess ional salaries at
S15, 000 and support staff sa lari es at
510,000, we arrive at roughly 250-300 new
professional and 500-600 new support staff
jobs . If these we re concentrated in one

the last issue that 1979 members wi II receive.
Those who have not renewed shou ld
mai I their memberships by March I to insure
receiv ing the March OH IO l i BRAR IES newsletter.
As of ti,e end of January we had 1250 members
enrol led , and memberships a re runn ing
a I i tt le ahead of last year . However , new
memberships are not keeping pace wi th past
years.
Now that you have demonstrated your faith
in the programs of OlA , can you help a li tt le
further? Could you p lease ta l k to at least
one of your associates who is not a member ,
or who has not yet renewed. Te l I them what
OlA has meant to you and yo ur career.
