OlA TS POLICY ON PENSION OFFSET
At the beginning of each Board meeting
like to take ~ few moments to share with
the Board members some of the correspondence
and te~ephone calls I have received as president
of OlA. John Wallach, A.lA Chapter
Councilor, suggested that I share some of
these with the members.
One was a long thoughtful letter on intellectual
freedom, the person's interest
in this area and her reactions to the table
talks at the Fall Conference. As a result
) we appointed her to the Intellectual Freedom
Committee. See what speaking up does?
Another was a del ightful set of old
post cards of early public libraries in
Ohio dating back to 1905, sent by Pat Best.
We hope to be able to make a collage of
these for the OlA office. Would you like
to add to this collection?
Several telephone calls, letters and
personal conversations by the people concerning
how they could fit into the association
with their special interests, brought
about the appointment of an ad hoc committee
to "investigate ways of providing greater
participation to persons or groups with
special interests in OlA." The structure we
have is working, but maybe there is more we
could do.
And . one letter I would like to share

Grove City Public 'Library, It is the type

The OlA board of directors on February
, 1979 adopted a pol icy statement on
the Social Security Pension Offset Provision
as recommended by John H. Rebenack,
Chair, OlA legislation Committee. The
statement was adopted to provide staff and
members guidance in the study of the issue.
"The Ohio Library Association bel ieves
that individuals who qualify as spouses
under Social Security should not be penal
ized for having pensions ynder state
retirement systems by requiring their
Social Security benefits as spouses and
survivors be reduced by the amount of
their retirement system pension."
The offset provision - as it's in the
law now - says, for retirements after December
1982, social security benefits payable
to a spouse will be reduced by the
amount of any retirement system benefits
due the other spouse. Congressman Chalmers
P. Wylie's office reports the wife is
considered a dependent as the law now is
written and will until 1982. For the husband,
it is in effect now unless he can
prove dependency . This explains why a
Marysville, Ohio man who receives a PERS
pension was refused monthly social security
benefits he thought were due him because
of his wife's social security pen-
