TELEPHONE SERVICE COMPLAINT
On May 10, 1978 the Ohio library Association
and the Ohio library Trustees Association
petitioned the Publ ic Utilities
Commission of Ohio to intervene in a complaint
filed by the Montgomery County
Superintendent of Schools vs. Ohio Bell
Telephone Company.
OlA and OlTA were joined in the petition
by the Public library of Columbus and
Franklin County, the Akron and Summit County
Public library, the Way Public library
)
Of Perrysburg and the Rodman Public library
of Alliance.
In support of their petition the petitioners
stated that OlA and OlTA are non
profit associations whose members comprise
a large majority of libraries and publ ic
1 ibrary trustees in Ohio. I t was stated
the public 1 ibrary petitioners, as non
profit organizations, provide important
services and are unable to pass additional
costs to their patrons; and have the substantial
and, in many cases, non-replaceable
need for telephone service.
The petitioners have asked that they be
Permitted to intervene as parties. to the
proceeding, file pleadings; have notice of
hearings; produce and cross-examine witnesses
and be heard, in person or by counsel.
Ohio Bell's measured rate service limits
commercial customers to 80 free calls
per line per month and would make a charge
of nine cents per call for each call over
the 1 imit. Many 1 ibraries in Ohio Bell
istricts have projected these costs which
are in some cases over a one hundred per-cent

LlABILI INSURANCE AllABlE
FOR TRUS AFF
The Ohio library Trustees Association announced
Apri 1 27, 1978, the avai labi 1 ity of a
new Public library liability Insurance program
for library trustees and 1 ibrary staff.
The plan is underwritten by the Republic
Franklin Insurance Company, Columbus, and
will be administered by Spencer Cunningham
and ~ssociates, Inc., Insurance Administrators,
Portsmouth.
The plan will protect insured library
trustees, officers, and employees from claims
made because of legal 1 iability resulting
from acts or omissions of the persons, or
arising solely out of membership on or employment
by the library board during the policy
year and no deductible is charged the insured.
Full time equivalent staff as reported
in the State library Annual Report is
used to determine the annual premium.
The plan was designed to provide insurance
as authorized by S. B. 116 which became effective
November 11, 1977. All publ ic library
board presidents and public 1 ibrary directors
were mailed information and applications
for the plan. The Ohio library Association
has endorsed the plan scheduled to begin
June 1, 1978.
Bill CHAIT'S RETIREMENT ANNOUNCED
William Chait, Director, Dayton and Montgomery
County Public library, since November
1956 will retire at the end of 1978. He will
continue his ALA and OClC activities.
John S. Wallach, Associate Director of the
Dayton system will assume ·the position of Director
January 1, 1979. Wallach was Director
of the Greene County. Li bra ry sys tem, Xen i a,
before coming to Dayton.
